Certificate of registration

It is a printed document that is provided to the foreigner that cannot be documented by the authorities of any country and that wishes to be documented by Spain, once its registration in the Central Register of Foreigners has been resolved.

Printed document, to be renewed annually and the characteristics of which will be determined by the Ministry of the Interior, following a report by the Interministerial Committee on Foreigners

  • Who are the interested parties?
    • Foreigner who cannot be documented by the authorities of any country and who wishes to be documented by Spain.
  • Period of validity
    • 1 year, renewable.
  • Basic data of the procedure:
    • Resolution of the procedure:
      • Bodies competent to resolve this procedure:
        • Delegate or Deputy Delegate of the Government or the Commissioner General for Foreigners and Borders
      • Maximum period for resolving and notifying: 3 months.
      • The decision on the procedure does put an end to the administrative procedure.
      • Effect of the lack of resolution in this period: Dismissal (initiation at the request of the interested party).
      • Regulations governing administrative silence:
        • Royal Decree 1155/2024, of 19 November, approving the Regulation of Organic Law 4/2000, of 11 January, on the rights and freedoms of foreigners in Spain and their social integration.
    • Resources that can be interposed:
      • Replenishment
        • Organ that resolves the appeal: Organ that dictated the act.
        • Time-limit for lodging the appeal: 1 month.
      • Contentious - Administrative
        • Organ that resolves the appeal:
          • Contentious Court - Administrative.
          • Central Administrative Litigation Courts; Administrative Litigation Chambers of the High Court of Justice.
          • Administrative Litigation Chamber of the National Court; Administrative Litigation Chamber of the Supreme Court.
        • Time-limit for lodging the appeal: 2 months.
